drag and drop not working in Project Assets

Hi,  I am trying to set up a file folder structure in Premiere Elements Project Assest panel, but drag and drop isn't working.  I can't drag a file from one folder to another to reorganize my files.  Sometimes when I try to drag and drop I get a "no" icon and sometimes I get a "hand" icon, but in both case, the file isn't moved.  Also, the open/close triangles on the folders don't seem to work consistently.  I'm running Premiere Elements 2020 on Windows 10.  Thanks.

Additional observations:  I'm using the List view, and I found out that when I drag an item from one folder to another in List view, the screen doesn't refresh, so it looks like nothing happened.  But if I switch to Grid view, I can see the change I made.  This is pretty clumsy.  Is this a bug?
