Dual Monitor Workspace blocks key controls

I have Premiere Elements 19 and have tried the published fix where a new layout file is downloaded and replaces the previous layouts.  I followed these instructions accurately, tried it twice, and the controls are still blocked by the bottom menu bar.  I'm on a windows laptop.

Can you please help me determine if there is a fix that works?  It is very cumbersome to work on a laptop-sized screen.  It appears, from all the threads I've read, that this problem has been going on for years.  If the Adobe-published fix doesn't work, why can't they provide a true fix.  Seems silly.
