why won't my ear pods not work when in the premiere elements app

My earpods work.  There is an inconvienent step you have to take.   In my case, Premiere Elements will work with whatever audio output is working when I launch it.  If I change from earbuds to computer speakers I will usually have to go the the Audio Hardware preferences and change the Premiere Elements setting to match.
