I sometimes get submissions in vertical video. what is the best way to give it a pleasing background affect that I see in professional TV productions?

Correct answer Peru Bob

Put a copy of the video on track 1 and the original on track 2.

I crease the scale of the video on track 1 until it fills the screen and add a blur to it.
