Effects default settings

For some reason, my Image Control/Brightness default is -3 -- I'd like to make it 0.  I click Reset and it resets... but only for that specific effect; the next time I go to Image Control/Brightness it's back to -3.  Can anything be done?

    Apparently the effect is default set to -3. That cannot be changed.

    Unfortunately you cannot make a preset out of the effect.
