Elements 15 will not open

My copy of Photoshop Elements stopped opening a couple days. I tried uninstalling the application and reinstalling, did not work. Anybody have any thoughts?

What is the operating system?

How much RAM do you have?

What is the available space on the disk drives?

What programs are running in the background?

What anti-virus are you using?

What is the source material?

What are the details of your workflow?

Can you post screenshot examples?

It is a custom built PC running windows 10. 32gb of RAM and plenty of disk space.

When I open Elements nothing pops up, but it does show up in task manager as a background process.
