Elements 18 keyboard inactive now when I try to title

I've had no problems with 18 till the latest project. Now when it loads a message comes on that says "catalog can not load" (never seen that before)  and when I try to create a title, the curser comes up and I can place it but the keyboard then becomes inactive. If I type, nothing happens. Have I mistakenly hit a shortcut key?  I have done other projects with no problems... any help?... thanks

I did re install with a chat helper... now I'm having issues with cross dissolve and also have to force quit to close. I guess I'll have to re-install AGAIN

By Elements 18, I assume you're talking about Premiere Elements 2018, right?

The catalog has nothing to do with Premiere Elements. It is a function of the Organizer.

Can you describe the steps you are taking to create a title and what you mean when you say that the cursor comes up and you can place it.

Have you added a title clip to your timeline and have you opened the Title Adjustments workspace?

Yes, Premiere Elements 2018. I just had never seen the catalog note come up. Yes the title frame is in the timeline and when I go to the screen to create a title, everything is normal until I try and type and nothing happens. But I can delete the "add text" wording, When I place the flashing cursor and begin to type, nothing happens.
