me podeis decir los tres pasos importantes para convertir raws a jpg ?

This is more likely a question for the Photoshop Elements forum rather than the Premiere Elements forum.

 

But you can open the RAW file in Photoshop Elements by selecting the option under the File menu. In the Camera RAW editor, click Open or Open Image in the lower right corner to open the photo in the Expert editor, where you can save it as a JPEG or any other format.
