Elements Premiere Opens Very Slowly

Hello Guys and Gals -

 

I have Premiere Elements 2021 on my PC. When I open Premiere it typically takes two or three minutes, sometimes longer, before the splash sceen kicks into gear and the program opens.  Is this normal?  I have Premiere on my older slower Mac and it opens much faster, but processes slower.  Is there something I can do to fix this?   Thanks for any help.

Windows 11 Pro 64bit version 22H2 
Premiere Elements 2021 upgraded to version 2021.4
Intel i9-10900k in Motherboard ASUS Prime Z490 P
64Gig Ram and GTX 1650 MSI-GeForce-128-Bit-Graphics with 4 Gig video ram
nvidia STUDIO driver version 511.09 (NOT the Gaming driver)
motherboard automatically turned integrated Intel video off when installed GTX
TEAMGROUP 512Gig SSD for Windows and programs and usual MS Office Documents files
500Gig SSD Temporary work files and output when creating new video files
1T SSD Video and sound files from camera and other sources

    I have a HP TP01-0066 PC.  The specs are:

     

    AMD Ryzen 3700X

    16GB DDR4

    1TB Gen 4 PCIe SSD

    Windows 10 Home 22H2

    2GB Radeon 550 GPU

     

    I just installed it from the disks and update when prompted.  I got this at the beginning of last year and it's been this way since I installed it.  If anything else is needed, please let me know.  My Mac is just a base Mini with 8GB of memory and 128GB SSD.  Thanks again.
