Elements Says Clip is VFR but I'm almost certain it's not

I recently switched to Premiere Elements after a Premiere Pro subscription I had through my University ran out. Since doing so, I've encountered a new variation on the Variable Frame Rate issue that's popped up on this forum a lot.

 

I'm recording vidoes using a webcam and Windows 10's native camera app. The app settings say it's recording at "30fps". When I open the clip in VLC and view "Media Info" it says it has a 29.988... frame rate. Only when I open it in Elements do I get a "Variable Frame Rate detected" indication and the audio and video are out of sync. I did not have this problem in Premiere Pro when I was using the same recording setup.

 

I record frequently so I would like to avoid needing to convert every single video in some way.

Or use https://handbrake.fr/ open source transcoder/converter to convert to Constant Frame Rate

Nevermind!

 

Turns out the videos I've been recording have indeed been variable framerate all along, as proven by MediaInfo. Now figuring out how to use OBS to record with my webcam at a constant frame rate...
