encoder activation not working with Premiere Elements 7.0

I am using an old version of Adobe Premiere Elements.  7.0 to be exact.  I was able to use this fine with no problem up to a year ago.  Then between now and the last time I used it, I had my hard drive replaced so I had to reinstall the software.  I am able to use the software just fine, but when I go to convert it to video file, it says I need to activate this component to convert.  It gives me the link:  http://www.adobe.com/go/encoderactivation 

When I click on the link it gives me an error page.  Adobe - Error page

I have cleared my media cache and the Adobe Preview File Folder.  I have tried using different browsers, Chrome and Internet Explorer.  Nothing has worked.  Can anyone assist with this issues?  Thank you.

    The components that version 7 needed to activate may no longer be available.

    Try installing the free trial of version 15. It may install these components for version 7.
