Encoder website or code for elements 11 mpeg 4

I had to uninstall and reinstall Adobe premiere elements 11 and now when I try to load my projects it is giving me a long number to copy and paste into a website link for my mpeg 4 function. The link is 404 unavailable when I go to it. Does anyone have the codes for premiere elements 11 for mpeg?

Version 11 is very old by software standards. Adobe has removed the accessory functions from their servers. Some have written here that downloading the free trial of the current version may install the needed mpeg parts.
