error 1 when launching premiere elements 10

I got a 2  part package of Photoshop elements (loaded fine) and Premiere Elements 10 (on launch got error 1).

I loaded the 2nd disk, turned off the virus checker, loaded fine, and restarted, but when I launched the program it got an error 1 (see attached file). I have uninstalled and re-installed 3x , and one time from copied disk to desktop, and still error 1.

I have a desktop computer running :

Windows 7 64-bit.

16 GB DD3 RAM,

Intel core 15-4670 CPU@ 3.40 GHZ, Intel (R)

HD Graphics 4600, NVIDIA GeForce DTX 650 Ti

I have looked at all the forums about this issue without results.

Appreciate any info.

Two ideas that MAY work to install and/or run old programs in Windows
-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window
-and/or select Run as Administrator to assign FULL Windows permissions
-also https://helpx.adobe.com/x-productkb/global/create-local-administrator-account-windows.html

Good News. A bit strange, but uninstalling PSe, & Pe, and reinstalling with virus checker off and I am sure some of your fixes, did the job. So I am a happy camper! And thanks again for you all jumping in!!

Did you follow the instructions in the link given by Bill Sprague ?

Windows Vista/7

To resolve the error in Windows Vista/7, perform all three steps below.

That may be a folder permissions issue.  You might find a solution at this link.   However, that software is so old, significant parts may not work.  https://helpx.adobe.com/creative-cloud/kb/configuration-error.html#win_vista
