Error 213:11

I run Win 10, and have Premiere Elements 19 as well as Photoshop Elements.
I have used these programs frequently on both desktop and laptop. Yesterday on my desktop (my main workhorse) I booted the program up and got the spash page  but when I clicked on Premiere Elements, it suggests there was w configuration error and to try rebooting the system. I ahve done this numerous times, to no avail. Please help.
