Error Code 16

When I go to open up Premiere Elements 2020 I get the following error code.

I have followed the steps listed in this forum and it is still not fixing the error. What should I do next?

I am having the exact same issue. I was also told by adobe that I would receive a call back by today at 10 am (Arizona time), and I have yet to get a callback. I am starting to think that I wasted my time and money on this Adobe premiere elements disk. I wont be renewing or buying anymore adobe products. From now on, if it isnt free, then its not worth it from Adobe.
