I have recently installed version 23 - where is save to disc in export and share?

    DVD authoring has been removed.

    Export to mpeg2-DVD and use that in a third party disc authoring program to create DVDs.

    Actually, Export to MPEG2 has also been removed. The only output options in current versions of the program are to MP4s. But you can output that and use a third-party DVD program to make that into a DVD. It's a clunky workflow but it works.
