Exported video is excellent, Burned DVD video is very poor quality Premiere 14

I use Adobe Premiere Elements

I can create and export, to my computer, a beautiful video.

I use the pictures and videos I have taken using my camera's.  I use a GoPro Hero 7 Black and my Samsung 8 Phone.

The details of the created video (after export) are: 1920 * 1080  / Date Rate 16080 kbps / Total bitrate 16277 kbps and the frame rate is 20.60 frames /second  /  The size is 968 MB.   (I take this information from Properties/Details)

When I click Export and Share and then Disc I come up with the following DVD Choices   SD720*480 and theframe rate is 29.97   I chose Disc under type and destination is my DVD Writer on my new HP desktop.   I then choose Burn - end result?  a very very poor quality video with moving grasses on the still photos and grainy shimmering movements on the camera videos.

Now - I have also tried to burn this same video using (Roxio, Magix, Photostage and Windows Media Player)  The only one that had a high quality video on the Disk was Window Media Player - however, they burn a data disk, so there are two files on the DVD Disk - and therefore will not play on my TV's DVD player.

I simply do not know where to go from here.   We love watching the videos I create of you trips, backpacks, etc.  but they are awful and not worth it.  Please, can some one tell me what I can try next.

To have high definition you must have a Blu Ray burner in your computer and a Blu Ray player at your TV

I know that my version 2021 does NOT output to Blu Ray disc, I don't know about your version 14

what if I bought a blu ray burner for the computer and a blu ray player for the tv?   My Premier Elements 14 offers a blu-ray chose - I don't know if it works though

A DVD is standard definition, not the high definition of the file you export... you can't make a DVD into the quality of a Blu Ray

I have a HD DVD Player I'm using not Blue-ray.  Does this make a difference
