Exporting issue with shake reduction

My boyfriend created a video in Premiere Elements 14 with shake reduction. When he tries to export it in 1080p HD, it will save to his computer without the shake reduction. When he exports in 720p, the shake reduction works. Any ideas?

    What model of camcorder is your original video coming from and what is the resolution and format of this video?

    When you first added this video to your timeline, was there a yellow orange "render" line over the clips? This render line indicates that the project settings did not properly match the specs of your video.
