Fixing Bright Flashes PSE2021

Hello Gals and Guys -

 

I have a short clip that appears to be taken from a VCR.  Periodically during playback there are short segments where some frames increase in brightness.  It's very short, but it kind of appears like it's flashing white.  I played around with the lighting fixes in PSE2021, but did not find anything that worked, but I'm not that skilled yet.  Is there something I can use to fix these flashes?  Thanks for any help.

You can take screen grabs of the frames and edit them in Photoshop Elements.
