Everytime I render my video or try to say, the program freezes. Any ideas to help me out?

You need to provide details for anyone to try and help
You don't need the same components I have, but you do need to provide details
For example... What I have, with ZERO problems
Windows 11 Pro 64bit version 22H2
Premiere Elements 2021 upgraded to version 2021.4
Intel i9-10900k in Motherboard ASUS Prime Z490 P
64Gig Ram and GTX 1650 MSI-GeForce-128-Bit-Graphics with 4 Gig video ram
nvidia STUDIO driver version 511.09 (NOT the Gaming driver)
motherboard automatically turned integrated Intel video off when installed GTX
TEAMGROUP 512Gig SSD for Windows and programs and usual MS Office Documents files
500Gig SSD Temporary work files and output when creating new video files
1T SSD Video and sound files from camera and other sources
.
What kind of video are you editing?
Standard 720x480 DVD Resolution
720p 1,280 × 720 High Definition
1080p 1,920 × 1,080 Full High Definition
4k 3,840 × 2,160 Ultra-High Definition
8k 7,680 × 4,320 New, not widely used
-hint 4k/8k video on an underpowered computer will not play well

There are any number of possible reasons, Alison, including the amount of free space on your hard drive, your processor or RAM. An outdated graphics driver. The origin and specs of the video you're editing and how long your project runs as well as how many effects or adjustments you've added.

I'm not sure there is a simple answer. But try starting a new project and just add to it a dozen photos. Does the program crash then?
