Getting HEVC to work in Premiere Elements 2021

Hello all, I'm having an issue getting HEVC to function in PE 2021. I've downloaded the paid codec from Microsoft and folowed numerous guides from other about getting HEVC to work still with no luck.
AMD R7 3700
16GB ram

AMD 5700XT video card

Any ideas that don't involve constantly trying to delete files and reset folders etc.

It has been awhile, but when I had trouble wiht HEVC I initiated a chat session with Adobe support techs here:  https://helpx.adobe.com/contact.html?rghtup=autoOpen

Bill, I have to agree with your assessment. Premiere Elements HEVC support is limited to more standard 1920x1080 30fps video and 3840x2160 30 fps. The unusual dimensions and frame rate are not possible for Premiere Elments to edit.

 

If you're going to edit video with this frame rate and these proportions, you'll need to work with a professional editor like Premiere Pro or, better, Final Cut.

What are the specs of your HEVC video? Is it video from an iPhone or from another source?

 

Open your MP4 in the free download MediaInfo. In MediaInfo, set View to Text and then copy the text of this report and paste it to this forum. With this more complete information, we'll be able to better advise you how to proceed.

GoPro footage can be very unique.  I can't be sure because I don't have a GoPro, but I don't think Premiere Elements can process HEVC video with a frame rate of  239.760 FPS at 2704x1520 pixels.  Send me a sample file and I'll try it on my computer.  I know I can process HEVC from phones if the frame rate is not so high, but my best guess is that it will fail with your footage.  Last time I checked, GoPro has unique software to process their unique footage.
