gif exporting premiere elements 2019

Adding text to gif and saving it to desired size 1400 x 300 there is a black rectangle box in the back when exported.  How do I export and get rid of this box?  I started with correct size gif 1400 x 300.

You are limited to outputting two aspect ratios in Premiere Elements: 4:3 and 16:9. You can not create a custom size and shape for your video.

 

So if you are trying to use a video that is 1400x300 in a project, it will come out as a 1920x1080 video with a black box around your 1400x300.
