Glitched photo/video in the preview

Please see the attached screenshot. Just bought Premiere Elements 2021, used on a fairly new laptop with i7 8850 prcessor, 32 GB memory) (Dell Precision). But, immediately after I loaded any photo or video into the project working space, the upper half of the work space will be glitched like in the attached screenshot. Howver, if  I export the project out, the finished product looks just fine. I am completely new to Adobo Premiere. Anyone could give me some suggestion on what could go wrong? Appreciate it!

Most likely a video driver issue

Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter
•nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us
•ATI Driver https://www.amd.com/en/support
There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version

Yes. You pointed to correct direction. I had following Dell's instruction to update to their latest recommendated driver. It proved to be NOT ENOUGH! I ended up downloaded Interl Driver & Support Assistant and used it to search on my computer. It points to another video driver update needs. My problem was fixed after installed the Intel driver. Thanks a lot!
