Correct answer Steve Grisetti

convert to constant frame rate with https://handbrake.fr/ open source transcoder/converter

I agree with John. If you convert the file as described in this video, you'll have no problems working with it and even doing slow motion in Premiere Elements.

Premiere Elements doesn't work well with extremely high frame rate video. You can slow down any video you add to a Premiere Elements project, but you'll be slowing down 30 fps or maybe 60 fps video no matter how fast your original video was recorded, if that's what you're asking.

Thanks Steve, it is a video of a young dog learning to search for a missing person. I do not need to keep the sound but it would be good to slow it to a speed where the dog is not looking quite so manic. It has been recorded in one of the timewarp/timelapse modes. I will have a try later today and adjust the frame rate. I am assuming that I load as is and resave at a lower frame rate? Kind regards.

It will not load as a lower frame rate. What ever frame rate it currently is will be interpolated at 30 fps.
