Green and white lines in Premiere Elements video editor/preview

Hello,

I am getting green and white lines in my video editor/preview box. I have the PE 2019 and then purchased PE 2020 thinking that would be the solution. I'm still dealing with it. I have a HP laptop with Core i5 7th gen. I'm not very technical. Please advise
