H.264 encoding not using all cores

Got my new 16 core 3950X up and running and was excited to export/encoding my first project with Premiere Elements 14 (I use this even though I own 2018 because it's the last version to support Blu-ray authoring).

 

Sadly, H.264 exporting only appears to use a quarter the threads this processor can offer.  MPEG export uses them all.  Any fix for this? Or do  the newer version improve multicore support for H.264?

Even Premiere Pro is not able to take full advantage of more than 8 or 12 cores.

 

Is that 16 cores plus hyperthreading?

What are the rest of the specs of that beast?

    Yes, to hyperthreading/SMT! It's fun to look at the logical processor view in Windows Task Manager and see 32 CPU graphs 🙂

    I've got 32GB of DDR4 running at 3733CL16, Samsung 970 Pro M.2 512GB for OS and Apps, Adata XPG SX8200 1TB for Video files/photos.  AMD 5700XT GPU for gaming. Seasonic Prime Titanium 750W PSU powering it all. It's a beast all right!

    With that many cores, you really want at least 64 GB RAM, maybe even 128 GB.

    If you don't have a certain amount of RAM per core, the system can be unbalanced and actually slow down the processor.
