Has anyone else had a compatibility problem with Elements 12 and Widows 10

Question

I am having really bad issues with Widows 10 and Photoshop Elements 12. To the point the Elements 12 is not opening properly and therefore not functioning.

I have run a compatibility schedule, but that hasn't worked either
