Help! Cannot edit, extract, or change this .gz file to .log!

So, I've been trying to edit this .gz file and turn it into a .log file so I can figure out why Premiere elements can't install. The only problem is I can't figure out how to extract or change this file after messing around with it and researching. Can someone do this for me and find out what is wrong? Your question is confusing. Normally Premiere Elements installation files come from Adobe servers. First there can be a free trial. Then you enter a paid for serial number. There should be no need to turn a .gz file into a .log file.
