Help - Premiere Elements 13 didn't capture all the video from WDM device

I have a USB device that accepts video and audio input.  Premiere Elements sees the device, so I can chose its two components for video and audio input when I use Add Media from Webcam or WDM.  The capture window shows the entire video but when the video is done and I hit pause,  the asset only has "00;00;39;22" as the duration.   This input is 46 minutes long.   Is there some setting for how much to capture??

Are you trying to capture live video or are you trying to capture video from tape or some other source?

I am trying to capture video from a VHS tape.  This is a Roxio device and it comes with Roxio software to do it, but as I am trying to learn Premiere Elements I thought I would try to capture the video using PE

Is it possible there's an error message that I missed?  Are there logs that would show errors, or something in Windows Event viewer?  Is it possible there's a setting for a maximum size to capture ?
