Horizontal stripes Photoshop Elements/Premiere Elements 2021

Just downloaded the 2021 versions of Photoshop/Premier Elements onto a brand new high spec laptop and transferred my files across. Photos just great but video (of any file format) wont play on either Organiser or Premier E without really bad horizontal lines/banding and discolouration. Sound is OK. Can't seem to find an answer anywhere - help!

Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter
•nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us
••for Premiere Pro and MAYBE Premiere Elements use the STUDIO driver, not the GAMING driver
•••such as https://www.nvidia.com/en-us/drivers/results/170344/
•ATI Driver https://www.amd.com/en/support
There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version

I'm going to move your question to the Premiere Elements forum as it seems to be related only to video issues and you will likely get more help there. 

In the meantime:

What OS are you using?

What is the resolution of your screen?

What GPU does your computer have and have you updated to the latest graphics driver?

Please post a screenshot of what you are seeing.

If you export the file to a different format or resolution does the rendered file exhibit the same issues.
