How do a transfer Premiere Elements 2021 to my new laptop?

I have a new laptop and cannot figure out how to transfer Premier Elements 2021 v19.0 from my old laptop. Any assistance would be appreciated.

You do not transfer programs... you DE-activate on the old computer (if you are not going to use the program again on the old computer) and you do a fresh install on the new computer

Start it on your old laptop. Log out of the app.

Go to your adobe account on the new laptop, download and install from that.
