How do I change the placement of the scissors on the Playhead Premiere elements 2018?

I upgraded Premiere Elements 2012 to 2018 and never used it again. Loved 2012, just the rendering drove me mad. Now I don't like 2018 at all and don't find a way to go back to 2012. All sucks. One of my problems with 2018 is that you hardly see the scissors and therefore, while selecting clips I keep cutting them. There are other video editors where you can easily change the position of the scissors, not so in this one, not that I can find. All really sucks hugely. If Filmora hadn't taken away many features from my Perpetual License, I would have stayed with them, this way it has become too restricted. Tried Elements 2015, didn't like it at all!

Another function they don't have is the ability to add tracks in the middle of other tracks, even if Google says that it has, and that is so needed when you are organizing your clips............. awful!

Don't think you can remove the sciccors.

As for adding a track: dropdown menu > timeline > add tracks (or rightclick on trackheader: not sure about this)

You need to ask program questions in the forum for the program you are using

Thanks! Found it now. I had loaded dozens of types of software but Premiere Elements were not there, when I loaded many more, I found it. Incredible, the amount of software these companies produce nowadays, and at least, the ones I have tried, never quite seem to work properly. Maybe they should develop less software but better quality? It should not be all about getting our money but also about serving the purpose the best way possible, pride in their brand. That is gone, I'm afraid and it is no use looking elsewhere, because they are all the same. All about greed, but if one day a proper video editor comes along, one that listens to us and wants to be the best they can be, I, for one, will immediately move there!
