How do I change video frame size? (premiere elements)

Question

I need to change the frame size of my video, but on the settings page, it won't let me click on the frame size numbers, and I cant find how to for the life of me.  Am new to elements.  Please help!

Once a project is started you can not change the project settings.   When you open a project there are tools that let you force the settings from a list of choices.   More often it is done automatically when you place the first clip on timeline.  The project settings will match the specifications of the clip.   A typical work flow for Premiere Elements is to start a project with a primary, important clip.
