How do I make a JPEG photo shake in Elements?

I have used other photo editing software and one of the effects was making a still photo/JPEG shake as a transition. Can't seem to do that in elements. Any suggestions?

    This might be more work than it deserves, but might do it.  Start a new project, duplicate the photo a few times on the time line, move succeeding photos slightly, select all and paste a few times, adjust the playback time, output a video and use that in the primary project.
