How do you set a blur effect/mask for a specific time duration in your video?

I only want the blur effect to be for about one minute. How do I set an end time?

I think what I would do is split the clip before I added the blur effect.  Then I would apply the blur to the section where I want it.

 

Another way might be to add an "Adjustment Layer" from the Timeline menu.  It will be above Video 1.  Make it the length you want and apply the blur effect to that layer.
