how I can reinstall Premiere Elements 2024 for Windows 11 from Adobe web site ?

I already registered my 24-digit serial number when I bought the product in April 2024.
When I try to register it again on the Adobe website, it throws the error: "This serial number is already in use".
However, when I check my "Registered Products" section in my Adobe Account dashboard, it only shows an old Version 12 from 2016, and the 2024 version is nowhere to be found.
I am completely stuck in a loop: the website says it is already registered, but it doesn't give me any download button for the 2024 version. I just need a clean offline installer (.exe) for Windows 11 that I can activate with my legitimate perpetual license.
