I have a video of me talking and I want to add charts (jpgs) to it at various places while retaining the audio.

Adding a choice to Bob's suggestions is to put the JPEG on the timeline in a track above the primary video of you talking.  The audio will continue but the JPEG will "cover" the video.

    Unlink the audio and video:

    • To unlink video and audio clips, select a linked clip and choose Clip > Unlink Audio And Video. (Though the audio and video are unlinked, they are both still selected. Reselect either clip to use it separately.)

    from here:

How to group, link, and disable clips in Premiere Elements

Then cut out the video and insert your images.
