How to avoid poor spotlight circles on an exported HD video file?

Adobe Premiere Element 2015:

Any tips please... my dark blue background (00133A) is lighted with spotlight effect in the center. During the eddition mode, all looks nice and smooth. But when exporting the video or even a picture .jpg file, there are light circles in the background due to the spotlight effect. Any tips I could avoid this poor effect?
