Premiere Elements does a good job of picking a single frame as a still.  However, so does Lightroom Classic which gives better tools for improving and managing the image before it is imported into a video project.  The free video player, VLC, also has tools for frame capture and may provide a faster workflow.

Using the help system means you have to know what you want to find... such as you saying to search for freeze frame
