HOW TO CREATE A STILL IMAGE FROM A VIDEO CLIP

Premiere Elements does a good job of picking a single frame as a still.  However, so does Lightroom Classic which gives better tools for improving and managing the image before it is imported into a video project.  The free video player, VLC, also has tools for frame capture and may provide a faster workflow.

Just above the timeline on the far left is a camera icon that you click (mine is version 2021)

Do not write in capital letters: considered shouting.

Hit F1 and type in Freeze Frame.
