how to get a downloaed template into premier elements.

How to get a down loaded template into premier elements.The file has a .morgt file and premier keep saying it doesn't recognize the file. Have tried Photoshop and AI with the same results. Seems like it should be much easier then this! Also I just downloaded an I am using the 2019 release of Premier Elements.

    Motion graphics templates do not work with Premiere Elements.  Try Premiere Pro CC.
