How to get TOC and thumbnail index in Premiere Elements 15

I have been using Premiere Elements 15 for about 2months after using Camtasia, formerly Camtasia Studio, for over 12 years.

In Camtasia it is straightforward to create callous either manually or via a Power Point plug-in then render an MP4 output with a custom player that displays those callout single frames as a Table of Contents (TOC) with thumbnails of the frame.

The organizations I am working with are more familiar with Premiere, but none of the users have found an equivalent way to create an indexed output video with Premiere Elements.

Does anyone on the list have a reference or experience in creating a similar TOC with thumbnail index on the output from Premiere Elements as we understand is possible with Camtasia?
