How to move Premier Elements 2021 to a new computer

Currently, I have Premier Elements 2021 installed on a Windows 10 computer. Since my computer is not elegible for the Windows 11 upgrade, I'll need to move the application and all associated files (catalog, etc) to a new Windows 11 computer. Where can I go to get the necessary instructions for doing this operation?

Two links that might be relevant. The suggestion seems to be that Premiere Elements 2021 might not run well and Premiere Elements 2022 has been tested. Even then, there are two comments, "There may be some performance issues when running these apps in Windows 11 and all Windows 11 display features and UI elements may not be supported."

You do not move programs... you do a fresh install

I only have one computer, so I don't know how you copy other information

HOWEVER... have you checked to be sure PrE 2021 is compatible with Win11?

Make sure you deactivate Elements on the old pc first before installing on the new one.

If I were you I would stick to W10 for a while.
