How to remove black surround after cropping video

I used the Windows XBOX screen recorder to record some playback from one of our security cameras to make a time-lapse video. The resulting video had the whole security application screen with the video inside it so in Premiere Elements 2023 I cropped out everything but the video playback window. But now I am left with a black border around the video. Please see attached screenshot. I tried dragging the handles to eliminate that but it just makes the video larger or smaller and doesn't affect the black frame around the video. Please let me know how to get rid of the black frame so the video of the time lapse fills the screen.

    There are a couple choices.   But first ensure that you have a 16:9 project set.  Then if the capture is also 16:9, then it can be fit without black borders.  If the project dimension ratio is different than the clip ratio, there will be some cutting or "clipping" necessary.  Parts of the image will be lost outside the viewable frame.

     

    The first method is to put the clip on the time line.  Right click, select Clip and select Scale to Frame Size. 

     

    The second method is to go to Edit, Preferences, General and check the box that says Scale to Frame Size.  It will then 'scale' any clips while they are added to the project.  It won't change existing clips like the first method.  

     

    The third method is to quickly double click in the middle of the preview window.  Tiny dots form at the corners and in the middle of the sides.  You can grab those dots and enlarge or shrink the view of the clip.

     

    The fourth way is to use the Applied Affects tool on the right side of the screen.  Select Motion and then move the Scale slider left or right.  You may also need to change or 'scrub over' the Position numbers.

    Scale to framesize wont work on a cropped image. Scale to framesize scales the entire frame not the cropped frame.

    Only way to fix this is to scale the image up under Motion and adjust the position to get the required framing.

    None of these work. The visible video just slides behind the black frame. See attached video illustrating this.
