I can never resize mask box

Why can I NEVER resize the mask box?

No matter what part of the corner circles I grab - nothing.

Using Premiere Elements 2022

Any help? Thank you

I can't grab the corners to drag either. But, you can scrub or edit the numbers in the green box to change the shape and size of the box.

What effect is this?

It's the Mask tool that I wanted to add a blur to.

It does not look right.

It should be blue alround.

Have you any other effects applied besides the Blur?

Post screenshot Applied Effects with effects twirled down.
