If I have photos in my video, how do I get a close-up shot of one? A zoom?

I'm trying out Adobe Creative Elements 2019. I noticed that there are buttons for zoom in and zoom out, but they don't seem to work on the main photo: instead

they seem to bring in the entire group of videos and sounds closer all at once, and that's not going to help.
