importing custom effects/transitions

So I've been wanting to make a video with a cyberpunk theme and as a result, I think it would be cool to have some glitch effects and transitions.

I have downloaded a library of glitch sound effects and transitions but I have no idea how to import the transitions into my project.

Can anyone shed some light on what I need to do? can premier pro elements even import custom effects?
