Is Adobe Premiere Elements 2021 compatible with 21H2?

Hello all!

I have a computer that's on Windows 10 21H2 trying to install Adobe Premiere Elements 2021 and Adobe Photoshop Elements 2021 and I get the below error. I have other people in my office that installed the upgrade on Windows 10 1909 and recently upgraded to 21H2 and are still able to launch this version (have not tested installing though). Is this version of Premiere/Photoshop not compatible with Windows 10 21H2? Also just an FYI, I do not have Creative Cloud installed either (not sure if this is required or the root cause of my issue)
