If you are editing photos with Photoshop Elements and videos with Premiere Elements, there is no reason to have a more powerful graphics card. Neither program will benefit from it.

The programs use only your processor for power and your RAM for memory. Your system is more than adequate for editing virtually any supported media by either program.

Yes, of course, your graphics card is really undersized. You should consider at least 4GB of Vram
