Is resampling present in Elements 2018? And is there a licence key in the CD-Box?

Hello dear Adobe community,

i want to buy the newest Adobe Premiere Elements (just called 2018)

and i didn´t liked the resampling feature of other Video-Editing Software.

Simple question i know, but is resampling in Elements 2018?

If yes, how can i disable it?

If not, is it still on and i just can´t disable it? Or completly not existing in Elemets 2018?

And last question,

if i buy the CD-Box version of this product, is there a licence key in it?

I don´t have a DVD-Reader and want this software.

The only store i can buy Premiere has just the CD-Box version of it

When you change the object size in Photoshop Elements (e.g., take a 1000 x 1000 image and reduce it to 400 x 400), it resamples the image; keeping everything looking good.) With enlargement, up to a point and then you start getting pixelated. In Premiere Elements, you can resize a video and/ or crop it in the editor, but it does in in multiple ways. For simple resampling, the video is zoomed in and out, but with the 4- and 8-point garbage matte you can skew the image using the 4 or 8 corner points.

What is resampling?

If you buy the box, you will get a serial number or licence key.  Once you have the licence key, you can download the software from Adobe.  You don't need a DVD reader.
