Is the video in Premiere Elements really 16:9 widescreen?

Importing an image which I know is really 16:9 into Premiere Elements as a background photo, the thin black strip still appears on either side of the video! How do I get rid of the black strips?

Same 16:9 proportions. I don't know why it doesn't fit a 1920x1080 frame.

BTW, why use such a large photo in a 1920x1080 project? Why not just make it 1920x1080? If you do make it 1920x1080, does it fit the 1920x1080 frame any better?

You can select the image, click in the preview window and grab the frame dots and "enlarge" to hide the strips.

What is the width and height of the image, as measured in pixels?

The 16:9 video frame is 1920x1080 pixels in size.
